Measure B, passed by voters in 2022, amended San Diego’s 1919 People’s Ordinance, which had governed City-managed trash collection for over a century. In response, the City launched a public engagement process and operational review to assess current services, explore improvements, and evaluate costs. This informed the development of a proposed fee schedule, supported by a multi-year cost-of-service study.

- June 9, 2025 - City Council adopts Solid Waste Management Fees.
- June 24, 2025 - City Council authorizes collection of fee on County tax roll.
- July 14, 2025 - City Council approves contract to purchase new containers.
- July 15, 2025 - Residential Waste Collection Services Portal launched.
- September 30, 2025 - End of Open Enrollment Period.
- October 13, 2025 - Delivery of new containers began and is now ongoing. Old containers are collected for recycling.
- Throughout Summer 2026 - Complete roll-out of new gray and light blue containers.
What's in the new program?
Starting July 2025
- Weekly trash and organics collection
- Biweekly recycling collection (until July 2027)
- Container repairs, replacement and delivery at no additional cost
- New Customer portal for selecting or updating service (mailer with login info sent to property owners in July and September 2025)
- Fee based on container size and quantity of containers. upon delivery of new containers
- Coming soon: Financial Assistance Program
